This shift towards digitalization aims to enhance the efficiency and benefits of public services, ultimately improving the overall experience for Cambodian citizens. The objectives of this research study are to: (1) understand the modalities and procedures for digital public service delivery, (2) examine the factors that influence digital public service delivery to ensure efficiency, and (3) identify the benefits of digitalization in public service delivery. This study employs a Convergent Mixed Methods research approach, integrating qualitative and quantitative methods through an Explanatory Model. This model helps to clarify the causes of the problem, analyze the relationships between variables, predict future outcomes, and inform policy implications regarding the digitalization of public services and taxation in Phnom Phen. The research utilizes two main types of data: primary and secondary. Primary data was collected through online surveys and face-to-face interviews with a sample of taxpayers (digital users) regarding the number of enterprises successfully registered over a three-year period (from 2023 to 2025). The focus is on 14 districts of Phnom Penh, encompassing a total of 15,404 enterprises, from which a simple random sample of 294 enterprises was selected, including 99 small enterprises (27.97%), 99 medium-sized enterprises (27.97%), and 96 large enterprises 27.12%). Additionally, the researcher conducted online surveys and face-to-face interviews with 88 service providers (tax officers and tax agents), comprising 30 officers (8.47%) and 30 tax agents (8.47%%). Secondary data includes information obtained from requests for relevant documents from the General Department of Taxation, as well as excerpts from tax laws, royal decrees, sub-decrees, proclamations, policies, websites, newsletters, and reports. The expected outcomes of this research study are to first describe and clarify the processes and procedures for digital tax payment, then to present and detail the factors that influence the effectiveness of online services. Finally, the study aims to demonstrate the benefits of digitalization in public services related to online tax payments.
