Abstract

Keynote on the state of Cambodia's research ecosystem and the strategic response under HEIP 2. Cambodia ranks 8th in ASEAN for research publication; only 8.8% of education staff hold a doctorate; and public R&D spending stands at 0.12% of GDP. The address set out four interventions: research-for-investment funding to support commercialisation across five institutions, follow-on grants of up to USD 50,000 to drive knowledge transfer, a higher education research fund of USD 20,000–50,000 to develop early-career researchers, and new guidelines on doctoral programme management for quality control.
